Country-wide measuring of digital competencies

Intuitive and GDPR-compliant assessment of data in a user-friendly dashboard for the Austrian ministry of education

Within the project “digi.check”, initiated by the Austrian Ministry of Education we are developing the “digi.check dashboard”, a WebApp that allows analyzing and assessing digital competencies as well as the tracking of the development of pupils across Austria.

On the one hand, our solution allows teachers to access data that are essential in finding ways to increase a pupil’s performance. On the other hand, it allocates analyses of digital competencies such as using social media, basic understanding of online security and using the Office suite.

However, the app doesn’t only provide benefits to teachers and pupils. It also helps the Austrian Ministry of Education to analyze differences in federate states, school systems or fundings by analyzing the data provided by the pupils. This way, the Ministry can compare results to determine which initiatives are effective where and use the information to improve the education level in areas, such as cities, whole regions or federate states, that risk lagging behind.

The Challenge

To getting an overview of the effectiveness of educational initiatives around digital competences happening around the country – that is what the Austrian Ministry of education challenged our project team with – and it succeeded!

The institution had the vision of fostering digital competencies among pupils and teachers alike in whole Austria. To track which educational initiatives are effective and in which parts of the country further development is needed, the Ministry was looking for a system capable of assessing the current status of digital competencies.

Special challenge in this project was the API to a foreign system. Connecting digi.check dashboard to the foreign system “ITSR3” was important not only to extract essential test data but also to verify user roles for the app in the form of a zero-knowledge proof of concept.

The Solution

An intuitive dashboard to assess digital competencies

Our idea was to provide a dashboard to assess the digital competencies, and to connect this board to ITSR3. The system provides the necessary results for the assessment, in order to create the flow as automatic as possible. Today, the Ministry can easily look for single schools or group them together to track their development, analyze entire regions and use the results to decide on which further initiatives to drive. The system can also restrict access data based on user roles and regions.

Our dashboard provides a user flow in which the user can create groups and connect these with test data in a foreign system. In addition, the system consolidates selected data and visualizes it in easily readable graphs to derive targeted actions from the given information. Pupils can enjoy public access to anonymized data, so that they can compare their own results within their related level.
